The Home Office has now issued specific guidance on the Licensing Act 2003 (Mandatory Licensing Conditions) (Amendment) Order 2014 which should come into effect on 01 October 2014.

A copy of the new guidance can be found on the Government website:

The changes are hoped to tighten the existing Mandatory Licensing Conditions relating to irresponsible promotions, provision of free water, the adoption and application of age verification policies and the provision of small measures at licenced premises.

The aim of the guidance is to clarify in advance what is proposed.
