The main changes provide further clarification of what constitutes premises in relation to temporary event notices and provide further guidance on temporary event notice hearings where counter-notices are issued.
The guidance includes more information on beer gardens or other outdoor spaces; it clarifies the advertising requirements and the role of Responsible Authorities and updates the guidance on licensing hearings.
The new guidance also clarifies expedited reviews or gives further advice in relation to decision notices on appeal.
The biggest changes relate to the major revision of the advice in relation to cumulative impact assessments and also clarification on the interaction between licensing and planning.
