2014 FIFA World Cup: England matches shown in bars across the UK

The Government is consulting on whether to relax licensing hours nationally to mark England’s participation in the Fifa World Cup 2014 in June and July or whether to rely on the existing system of temporary event notices.

Were it to decide to relax licensing hours nationally this would relate to the sale of alcohol for consumption on premises and the provision of late night refreshment. Any relaxation will not apply to off sales and so supermarkets and Off Licences would not benefit.

The consultation asks whether licensing hours should be relaxed for three, three and a half or four hours after the England kick off. However, licensing hours would not be relaxed beyond 01:00 for any of the England matches. This includes their opening game which is due to kick off at 23:00 on the 14 June 2014.

A national relaxation of licensing hours for England matches would potentially benefit all On-trade licensed premises which close before the match ends.

Should you wish to remain open later for any of the other teams’ matches which commence at 23:00 you will require a temporary event notice. You would not be able to obtain temporary event notices for all ten first round matches with this later starting time as there must be 24 hours between two temporary event notices.

However, you could open later for nine of the ten matches provided no concerns are raised by the Police or Environmental Health.

2 April 2014 – Football World Cup Licensing Extension

Pubs are to be allowed to remain open for longer in England during England’s world cup matches. David Cameron has stated that England’s matches were an occasion of exceptional national significance which merited extending the Licensing hours.

Pubs will be allowed to stay open longer when England’s world cup matches have a scheduled kick-off time of 20:00 or later.  The relaxation will last up to four hours to the latest time of 01:00 and will be for the sale of alcohol and late night refreshment for consumption on the premises.  It is hoped the additional time will result in customers leaving premises gradually after the match, minimising any nuisance to the public.

The extension will apply to two of England’s first round matches; England v Italy kick off at 23:00 on the 14 June and England v Uruguay kick off at 20:00 on the 19 June.

You should note also that a number of the second stage matches, quarter-final and the semi-final matches kick off at 21:00.  The extension may hopefully come into play on a number of occasions up until the 13 July in Rio de Janerio where the final will be played with a scheduled kick off of 20:00.

 11 June 2014 – England matches shown in Wales

On the 31 May 2014 regulation came into force to create a world cup temporary event notice for Wales with no fee payable for England football matches. And also to reimburse the fee paid by Licensed premises in Wales that have already given temporary event notices for world cup matches.

Given that England’s first match is on the 14 June and the regulations were only made at the end of May, it is anticipated most operators who are wishing to show England matches will have already applied for the temporary event notices, so it will be interesting to see quite how many premises choose to apply on the form prescribed in the regulations which have only just been published!
