George Domleo is a Senior Associate and Acting Head of Licensing at Flint Bishop.
In this role, he leads the department’s operations and advises clients across England, Wales, and Scotland on all aspects of alcohol, entertainment, betting, and gaming licensing law.
George works with a broad range of clients, including individual operators and national multi-site businesses, helping them navigate the full range of licensing requirements. He manages applications for new premises licences, variations, reviews, and regulatory compliance issues. His expertise includes handling complex matters in cumulative impact areas where there is a presumption against granting applications.
As Acting Head, George plays a key role in the strategic and operational development of the Licensing team, delivering practical and commercially focused solutions for clients operating in highly regulated sectors.






People
George has specialised exclusively in licensing and regulatory law since the start of his legal career. He completed his training contract at a dedicated licensing law firm before joining Flint Bishop in November 2017.
He has substantial experience representing clients at contested hearings and advising on complex applications, including those involving sensitive locations, cumulative impact zones, and multi-jurisdictional considerations. His work also extends to matters under the Gambling Act 2005, including securing operating and premises licences and advising on compliance.
George holds both the National Certificate for Personal Licence Holders and the Scottish Personal Licence Certificate, providing him with a strong practical understanding of the operational and regulatory requirements of licensed premises. He is also a member of the Institute of Licensing.
His legal expertise and client service have been recognised by The Legal 500, where he is currently ranked as a Leading Associate for licensing.
